Can anyone tell me if a carte gris can be issued while you wait at the sous prefecture in Bergerac?

If it is the same as Perigeaux then yes.

You take a numbered ticket, go to the teller when number is 'called' paperwork completed teller gives you another number, when 'called' (time can vary depending how busy it gets) you go to another teller/cashier pays your money and voila one carte grise!!

According to their website,you cannot.

New numbers for every vehicle, including second-hand, with effect from 15 October, 2009. The Carte Grise is sent to you by mail.
