This is a very simplistic question to which there is no simple answer. I think you need to qualify this a lot more. ie , instant access or a tied in period, if so how long, how much, etc. Beware of anything that seems unrealistic as we all know how this can go disastrously wrong!!

Livret A account (most banks but certainly La Poste). Poor interest rate (set by the French Government based on inflation) but no tax to pay and immediate access when required.
